সার কারখানা বন্ধের ভয়াবহ প্রভাব পড়তে পারে দেশের খাদ্য খাতে

তফাজ্জল হোসেন: বাংলাদেশে গ্যাস সংকটের জন্য বেশ কয়েকটি রাষ্ট্র চালিত সার কারখানা বন্ধ করা হয়েছে। গ্যাস এবং জ্বালানির সংকটের জন্য সরকার গত সপ্তাহে বেশ কিছু পদক্ষেপ নেয় তার ফলেই বন্ধ করতে হয় এসব সার কারখানা। অথচ সরকারের তথ্যানুযায়ী আন্তর্জাতিক বাজারে সারের দাম ক্রমাগত বৃদ্ধি পাচ্ছে। সেসময় দেশের সার কারখানাগুলি বন্ধ করার উদ্দেশ্য কি? এতে আনেকেই আশ্চর্য ও ক্ষুব্ধ হয়েছেন। বাংলাদেশের কর্মকর্তারা জানিয়েছেন, আন্তর্জাতিক বাজারে সারের দাম বেশি দামে কিনতে বাধ্য হওয়ায় এই বছর সারের পেছনে ২৮ হাজার কোটি টাকার বেশি ভর্তুকি দিতে হবে সরকারকে। যদিও আগের দামের বিবেচনায় এই বছর সারের ভর্তুকি খাতে বরাদ্দ রয়েছে সাড়ে নয় হাজার কোটি টাকা। তারপরও রাশিয়া ইউক্রেন যুদ্ধ শুরুর পর সরকার সার আমদানিতে ব্যাপক সমস্যার মুখে পড়তে হয়েছে।

তিন মাস পরেই ইরি ধানের সময়। এরই মধ্যে দেশে কয়েকটি সার কারখানা বন্ধ হয়ে যাওয়াতে বেশি দাম দিয়ে সার কিনতে হবে কিনা সেই নিয়ে কৃষকরা ভীষণ চিন্তিত। এখন যদি সার বেশি দামে কিনতে হয় তাহলে অনেক কৃষক কৃষি কাজে আগ্রহ হারাবে। কারণ কৃষকের যদি উৎপাদন খরচ বেড়ে যায় তাহলে তারা কেন কৃষি কাজ করতে যাবে!
বাংলাদেশ কৃষি প্রধান দেশ হলেও এ পর্যন্ত সব কয়টি সরকার সারের চাহিদার বিরাট অংশ বিদেশ থেকে আমদানি করেছে। তবে যে মূল্যেই আমদানি করা হোক না কেন, সেখানে ভর্তুকি যোগ করা হয়। প্রশ্ন হচ্ছে এই ভর্তুকির টাকা কৃষক কত পায় , আর যারা আমদানি করে তারা কত পায়? এখানেই সম্ভবত দেশে সার উৎপাদন না করে সরকারের আমদানির রহস্য লকিয়ে আছে।

গত এক বছরে আন্তর্জাতিক বাজারে সারের দাম প্রায় তিনগুণ বেড়ে গেছে। বাংলাদেশ ফার্টিলাইজার অ্যাসোসিয়েশনের তথ্য অনুযায়ী, বাংলাদেশে প্রতি বছর সাড়ে ২৬ লক্ষ টন ইউরিয়া সারের প্রয়োজন হয়। কিন্তু বাংলাদেশে উৎপাদন হয় প্রায় ১০ লক্ষ টন। চাহিদার বাকিটা সংযুক্ত আরব আমিরাত, সৌদি আরব এবং কাতার থেকে আমদানি করা হয়। অথচ ইউরিয়া সার উৎপাদনের সমস্ত উপাদানই বাংলাদেশে রয়েছে।

টিএসপি সার প্রয়োজন হয় সাড়ে সাত লক্ষ মেট্রিক টন। কিন্তু দেশে উৎপাদন হয় এক লক্ষ মেট্রিক টন। বাকিটা মরক্কো, তিউনিশিয়া থেকে আমদানি করা হয়। ডিএপি সারের প্রয়োজন হয় সাড়ে ১৬ লাখ। তার মধ্যে সাড়ে ১৫ লাখ মেট্রিক টন সার বিদেশ থেকে আমদানি করা হয়। চীন ও জর্ডান থেকেই মূলত এই সার আমদানি করা হয়। এমওপি সারের চাহিদা রয়েছে আট লক্ষ মেট্রিক টন, যার পুরোটাই বেলারুশ, রাশিয়া, কানাডা থেকে আমদানি করা হয়। বাংলাদেশে সারের আমদানির বড় একটা অংশ আসে রাশিয়া থেকে। কিন্তু ইউক্রেন-রাশিয়া যুদ্ধ শুরুর পর রাশিয়া থেকে সার আমদানি নানা সমস্যার মুখে পড়েছে।

আগামি জানুয়ারির পর সারের সংকট তৈরি হলে সরকার কি বিকল্প ব্যবস্থা নিয়ে ভাবছে? বাংলাদেশ ফার্টিলাইজার অ্যাসোসিয়েশনের চেয়ারম্যান কামরুল আশরাফ খান জানিয়েছেন, এখনো এই বিষয়ে কোন সিদ্ধান্ত নেয়া হয় নি। তিনি জানান, “সরকারের বিভিন্ন মন্ত্রণালয় রয়েছে, তাদের সঙ্গে আমরা বৈঠক করবো পরবর্তী কী করা যায়। কিন্তু সেই বৈঠকের তারিখ এখনো ঠিক হয় নি,”

কৃষি প্রধান দেশ হওয়া সত্ত্বেও বিভিন্ন কৃষি সরঞ্জাম ও উপকরণের ওপরে বরাবরই বিদেশের উপর নির্ভর করে আসছে বাংলাদেশ সরকার। তার মধ্যে আমদানির উপর ভর্তুকি দেয়া হয়। সাধারণত সরকারের ঘনিষ্ট ব্যবসায়িক গ্রুপ বা ব্যক্তিরাই আমদানির এই দায়িত্ব পেয়ে থাকে। আর আমদানি বাণিজ্যের কারণে এসব সংশ্লিষ্ট ব্যবসায়িরা হাজার হাজার কোটি টাকা লুট করে নিচ্ছে বলে বিভিন্ন সময় অভিযোগ পাওয়া যায়। এভাবে গত একযুগে সেই ভর্তুকির পরিমাণ অনেক বেড়েছে। তার মধ্যে কৃষিতে একচেটিয়া লগ্নি পুঁজির আধিপত্য তৈরি করতে বিশ্বব্যাংক, আইএমএফসহ আন্তর্জাতিক বিভিন্ন সংস্থা ভর্তুকি তুলে দেয়ার জন্য বাংলাদেশ সরকারকে পরামর্শ দিয়ে আসছে।

সেন্টার ফর পলিসি ডায়ালগের নির্বাহী পরিচালক ড. ফাহমিদা খাতুন বলেন, দেশে সার উৎপাদন বন্ধ হওয়ার ফলে উৎপাদন থেকে ভোক্তা পর্যায় পর্যন্ত সব স্তরে প্রভাব পড়বে। তিনি বলেন, “মানুষের ব্যয়ের যে একটা বোঝা সেই ব্যয়ের বোঝাটা কিন্তু বাড়বে এবং যেহেতু খাদ্য ছাড়া মানুষ বাঁচতে পারে না সেটাকে সরকার অগ্রাধিকার দেবে কিন্তু অন্যান্য খাতে ব্যয় সংকোচন বা সামঞ্জস্য করতে হবে। যেমন অনেক দরিদ্র পরিবার বা নিম্ন আয়ের পরিবারকে শিক্ষা, স্বাস্থ্যখাতে ব্যয় অনেকখানি কমিয়ে দিতে হতে পারে। এভাবে উৎপাদন পর্যায় থেকে ভোক্তা পর্যায়ে বিভিন্ন ধরণের চাপ পড়বে।”

বাংলাদেশের কৃষিমন্ত্রী জানিয়েছেন, সারের দাম বেড়ে যাওয়ায় বর্তমানে প্রতি কেজি ইউরিয়াতে ৮২ টাকা, টিএসপিতে ৫০ টাকা, ডিএপিতে ৭৯ টাকা এবং এমওপিতে ৪১ টাকা ভর্তুকি দিচ্ছে বাংলাদেশের সরকার।
